Cornwall Council's finances, quarter by quarter

Every quarter Cornwall Council reports its own forecast of where the year will end. This page sets those figures side by side. Each one links to the page of the council report it comes from, and was checked by hand against that page before it appeared here.

How this page works

Each quarter the council's Cabinet, and then its finance scrutiny committee, receives a Council Performance Report. We read each one, propose the figures above from it, and confirm each against the page it comes from before it is shown. Figures are the council's forecasts for the year at that point; the fourth quarter is its provisional outturn. Where the same report went to both committees with different figures, the later one is shown and the change is marked. A dash means the report did not give that figure in a form we could confirm.

The reserve balances come from the council's table of planned movements in and out of each reserve. During the year that table does not necessarily take account of the forecast overspend, so a balance shown here is not what would be left once the overspend is met. At the first quarter of 2026/27 the council's own report says the overspend remaining after mitigations is larger than the Financial Sustainability Reserve.

The council changes how it breaks its spending down from year to year, so only whole-council totals are compared here. For what the council borrows and what that could cost, see the council's debt and the risks in its borrowing plan.
