Recommend amendment to Procedure Rule 4.2.2 on substitute attendance

Motion moved by Councillor Rowse, seconded by Councillor Kenny, to recommend to Council that Rule 4.2.2 be amended to allow a validated substitute when a member cannot attend a meeting.
