Council record · Every group, same rule

What each group on Cornwall Council has put to Full Council

In October 2026 Reform UK, the largest opposition group, was accused of “doing nothing” at Cornwall Council, a charge its leader called “absolute nonsense”. This page does not take a side. It counts what every group has put before Full Council, and how its members turn up to scrutiny, using the same rule for each.

Counted from Cornwall Council's own agendas and attendance records, covering Full Council up to . The figures update as new meetings are published.

Motions by group#

A notice of motion is the main way a councillor outside the Cabinet puts a proposal of their own to Full Council. Each is counted once, to the group its proposer and seconder sat in on the day it was listed. Groups changed size, so the rate is per ten seats, using each group's average size across the meetings counted.

Scrutiny attendance#

Overview and scrutiny committees are where councillors outside the Cabinet question its decisions. This counts every seat a member was expected to fill at those committees since May 2025 — present, absent or sending apologies — by the group they sat in at the time.

Committee chairs#

Chairs and vice-chairs of council committees held by councillors, by the group each holder sits in now. Posts are shared out by the council, not won by individual effort, so this shows where each group holds office rather than how hard it works.

How this is counted#

  • Motions are read from the agenda, where each one is listed with its proposer and seconder. The member who formally moves a motion on the night is occasionally the listed seconder; the agenda is used throughout so every motion is counted the same way.
  • A motion deferred and listed again at a later meeting is counted once, at its first listing.
  • Committee chairs are read from each committee’s page on the council’s website, as listed now. Committees name the post differently (Chair, Chairman, Vice-Chair, Vice-Chairman, Deputy Chair); all are counted.
  • Names on the agenda are usually surnames only. A name is matched to a councillor only when exactly one member recorded at that meeting fits it; otherwise it is left unmatched rather than guessed. A councillor who died in office is counted as a member of every meeting before their death.
  • Questions to Cabinet members are not counted: the minutes record the answers but not who asked.
  • The Liberal Democrat and Independent groups form the administration, and propose most of their policy through the Cabinet rather than by motion. Their motion counts are not comparable with an opposition group's on that measure alone.
  • Group sizes are taken from the members recorded at each Full Council meeting. A councillor who has resigned from the council may no longer appear in those records, which slightly understates the size of the group they sat in (one Reform UK councillor before October 2025). A councillor who changed group counts to their group on each date, from a dated list of every change since the election.
