Licensing Act Committee - 5 June 2025

**Election of Committee Officers**

The Licensing Act Committee appointed its new officers for the 2025/26 term. Councillor Moorcroft was elected Chairman following a motion moved by Councillor Dennis and seconded by Councillor J Martin. Councillor Dennis was subsequently elected Vice‑Chairman after a motion moved by the Chairman and seconded by Councillor Parsons. No declarations of interest were recorded for either appointment.

**Approval of Previous Minutes**

The Committee formally approved the minutes of several recent meetings. The minutes of the main Committee meeting held on 5 September 2024 were accepted and signed by the Chairman. The minutes of the Licensing Act Sub‑Committee covering the period 28 August 2024 to 2 April 2025 were also approved, as were the minutes of the Street Trading Sub‑Committee meeting of 7 March 2025. Each resolution was moved by the Chairman and seconded by the appropriate officer.

**Re‑naming of the Sub‑Committee**

A report from the Principal Licensing Practitioner (Policy) proposed expanding the remit of the Street Trading Sub‑Committee to include pavement licences. The Committee agreed to amend the Sub‑Committee’s title to “Street Trading and Pavement Licensing Sub‑Committee” so that it can handle both functions. The motion was moved by the Chairman and seconded by Councillor Clemens.

**Consultation on the Street Trading Statement**

The Principal Licensing Practitioner (Policy) presented a detailed draft of proposed updates to the “Street Trading Statement of Practices, Procedures and Policy.” After a question‑and‑answer session, two specific amendments were highlighted for inclusion: (1) a clarification of the exemption wording to refer to a “400 metre radius from the premises boundary of a school, college or other place,” and (2) an additional consent condition stating that failure to comply may lead to the consent being reviewed or not renewed. The Committee authorised the Practitioner to proceed with a public consultation on the updated statement, incorporating these two amendments. The motion was moved by the Chairman and seconded by Councillor Cunningham.
