It was moved by Councillor Cole, seconded by Councillor Yelland and RESOLVED 1. That the amendments set out at Appendix 1 be approved, with delegated authority to the Service Director – Legal & Assurance (Monitoring Officer) in consultation with the Service Director - Planning and Housing and the Chair and Vice-Chair of the Constitution and Governance Committee to make any necessary consequential amendments to reflect the Town and Country Planning (Discharge of Local Planning Authority Functions) (England) Regulations 2026 (the 2026 Regulations); 2. That the implementation date for the proposed amendments set out above at recommendation (1) be 31 October 2026; 3. That the Leader writes to the Secretary of State for Housing, Communities and Local Government about concerns over the loss of democratic oversight and the restriction on Member call in powers.
