**Council Decisions and Resolutions**

The meeting began with the Democratic Officer’s report on the emergency evacuation and domestic procedures, after which the minutes of the East Sub‑Area Planning Committee (16 March 2026) were formally approved and signed. Three planning applications were considered. Application PA26/00338 was approved subject to the conditions set out in the report and update sheet. Permission in Principle for Application PA26/00099 was granted after a vote of five in favour, three against and one abstention. For PA26/00338, the Group Leader for Development Management presented plans and photographs, highlighting that the existing facilities were non‑compliant and that the proposal was the only viable solution after other options were dismissed. Councillor Marrington (Community Safety and Public Health) and David King supported the application, while Councillor Trapp of Calstock Parish Council and other members raised concerns about the impact on the listed Bark House, the adequacy of the grass verge, and public objections. The debate concluded with unanimous support for the application.

The PiP application PA26/00099 generated a more divided discussion. The Development Officer outlined the proposal and referenced a Flood Risk Assessment addendum, which required a drainage condition. Support came from David King and Councillor Candy, who emphasized the need for an upgraded fire‑station facility and minimal risk to listed buildings. Opposition was voiced by Councillor Black and the Calstock Parish Council, who argued that the development would alter the rural character, conflict with the neighbourhood plan, and increase car dependence. Despite these concerns, the council voted to grant the Permission in Principle.

Application PA26/01543, a further development proposal, was presented by the Development Officer and supported by David King and Councillor Candy, who noted the site’s suitability, the minimal impact on listed structures, and the benefit of a faster emergency response. The officers clarified that the design would not affect future relocation of the fire station and that the windows would avoid overlooking neighbours. The council unanimously approved the application with the stipulated conditions.
