After debate, Councillor Ball moved, seconded by Councillor M Thomas, and the Committee voted 10 in favour and 1 against to give the Chief Planning Officer delegated authority to grant outline planning permission, subject to the conditions set out in the report and a Section 106 Agreement securing affordable housing.
