Licensing Act Sub Committee - 3 December 2025

The meeting opened with the election of a Chairman. Councillor Clemens moved, and Councillor Cunningham seconded, that Councillor Dennis be appointed Chairman for the session. No declarations of interest were recorded, and the appointment was formally resolved.

The Senior Lawyer was then invited to comment on the application to vary the premises licence for Upstairs Social, 20A Belle Vue, Bude, EX23 8JL. The lawyer highlighted that a large volume of documentation had been received in the days leading up to the hearing, including a 60‑page document submitted the day before the hearing. The lawyer also noted that unresolved issues persisted between the Police and the applicant, and that the applicant intended to be legally represented at the hearing. The Police confirmed that their representation remained valid and reiterated concerns that the premises might undermine the licensing objectives.

Following this briefing, Councillor Clemens moved, and Councillor Cunningham seconded, that the matter be deferred to the Licensing Act Sub‑Committee meeting on 17 December 2025. The council resolved to adopt this recommendation, postponing further consideration of the licence variation application to the specified sub‑committee date.
