Red flags are drawn from publicly available council records — attendance registers, declarations of interest, members' allowance returns and Standards Committee decision notices. Attendance and expense flags are algorithmic: a published figure crossing a pre-defined threshold, with no editorial judgement applied. Conduct and conflict-of-interest flags carry judgement made elsewhere — a Standards Committee finding, or a declared interest reviewed by an editor before publication — and each row is tagged with which kind it is. Every flag links to the record it rests on and can be reviewed against the methodology.
