Appeals Committee - 28 July 2025

The meeting opened with the election of a Chairman. Councillor O’Keefe moved, and Councillor Candy seconded, that Councillor Channon be appointed Chairman for the session, and the motion was carried. In accordance with the Council’s Code of Conduct, Councillor O’Keefe confirmed that he had no prior communication or knowledge of the appellants for agenda items 6.1 and 6.2 beyond what was contained in the agenda pack.

The minutes of the Appeals Committee meeting held on 7 July 2025 were then considered. Councillor Channon moved, and Councillor Candy seconded, that the minutes were correctly recorded and should be signed by the Chairman; the motion was approved.

A motion under the Local Government Act 1972, as amended, was made by Councillor O’Keefe and seconded by Councillor Candy to exclude the press and public from the consideration of a specific item concerning a request for travel assistance for a pupil attending Wadebridge School. The motion, which cited the likelihood of disclosing exempt personal information, was resolved in the affirmative.

The remainder of the agenda dealt with a series of individual travel‑assistance requests for pupils attending various schools. Each request—Wadebridge School (address near Wadebridge), Fowey River Academy (address in Bodmin), Penair School (address near Truro), Bodmin College (address in Bodmin), and Budehaven Community School (address near Launceston)—was moved by a councillor, seconded by another, and resolved to be refused. An additional appeal related to a travel‑assistance request was withdrawn before the meeting and therefore not adjudicated. All decisions were recorded without amendment.
