Appeals Committee - 20 October 2025

**Election of Chairman and procedural approvals**

The meeting opened with a motion moved by Councillor Clegg and seconded by Councillor Wilson to elect Councillor O’Keefe as Chairman for the session. The motion was carried without objection. No declarations of interest were recorded. Subsequent motions moved by Councillor O’Keefe and seconded by Councillor Clegg approved the minutes of the Appeals Committee meetings held on 26 September 2025 and 6 October 2025, with both sets of minutes to be signed by the Chairman.

**Exclusion of press and public**

A motion was put forward by Councillor O’Keefe, seconded by Councillor Clegg, to exclude the press and public from the consideration of a specific item of business under the Local Government Act 1972 (as amended). The exclusion was justified on the basis that the discussion would likely involve the disclosure of exempt information relating to an individual whose parent had withdrawn an appeal. The motion was resolved in favour of exclusion.

**Travel‑assistance requests – refusals**

The council considered several requests for travel assistance for pupils commuting to schools outside their residential area. Motions to refuse assistance for a pupil travelling from Bodmin to St Columb Major Academy were moved by Councillor O’Keefe and seconded by Councillor Wilson; the motion was adopted. A similar request for a pupil travelling from Liskeard to Callington Community College was moved by Councillor Clegg and seconded by Councillor Wilson and also refused. Additional refusals were passed for pupils travelling from Camborne to Pool Academy and from near St Austell to Poltair School, both motions moved by Councillor O’Keefe and seconded by Councillor Clegg.

**Travel‑assistance request – approval**

One request was approved: a pupil travelling from Hayle to Cape Cornwall School (ARB). The motion to allow the travel assistance was moved by Councillor Clegg and seconded by Councillor Wilson, and the council resolved to grant the assistance. No other items were addressed in the meeting.
