Central Sub-Area Planning Committee - 9 February 2026

The meeting began with the Democratic Officer’s report on emergency evacuation and domestic procedures, and the Chairman confirmed that there were no declarations of interest. A resolution was moved by Councillor Kenny, seconded by Councillor Webb, and approved to formally record the minutes of the Central Sub‑Area Planning Committee meeting held on 12 January 2026 and to have them signed by the Chairman.

The Principal Development Officer (SK) presented Application No. PA25/04001, displaying the proposed plans and photographs and summarising the key issues identified in the case file. The officer recommended that the application be approved, subject to the conditions set out in the accompanying report, and referred the Committee to a previously circulated update for further detail.

Representatives for both sides of the proposal were given the opportunity to speak. Ms Elizabeth Johnson‑Sterling and Councillor Dr Liz McKenzie (St Mawgan in Pydar Parish Council) each objected to the development and responded to Committee questions. The applicant’s representatives, Mr Peter Griffiths and Mr Raoul Fraser, spoke in favour of the proposal and also answered queries. Councillor O’Connor, an Electoral Division Member, outlined his shift from initial support to opposition, citing concerns about flooding, drainage capacity, and the impact on a designated landscape (AGLV). He referenced Saved Policy 14 of the Restormel Local Plan and Policy 23 of the Cornwall Local Plan, and questioned whether the economic benefits presented outweighed the identified harms.

Following the presentations, officers answered further questions from members, including clarification on appeal procedures and the robustness of flood‑risk modelling. The Committee did not reach a final vote on the application during this session; instead, it recorded the representations and the officer’s recommendation, leaving the decision pending further consideration of the raised concerns and the conditions to be imposed should approval be granted.
