Miscellaneous Licensing Committee - 5 December 2025

**Procedural matters** – The meeting began with the Democratic Officer’s report on emergency evacuation and domestic procedures, and no declarations of interest were recorded. The Committee adopted the minutes of three previous meetings: the Miscellaneous Licensing Committee (7 November 2025), the Urgent Driver/Operator/Vehicle Sub‑Committee (31 October 2025) and the same Sub‑Committee (13 November 2025). Each resolution was moved and seconded by the councillors noted in the minutes and was approved for signing by the Chairman. In accordance with the Local Government Act 1972, the press and public were excluded from consideration of items that involved the disclosure of exempt personal information.

**Granting of driver licences** – The Committee considered two applications for Hackney Carriage and Private Hire Vehicle driver licences. Applicant WD214, who attended the meeting and spoke in support of the application, was found to be a “fit and proper” person and the licence was granted. The decision cited the report’s content, HR Safeguarding’s recommendation, and a careful assessment of a caution received, with the Committee concluding that public safety would be protected. A similar outcome was reached for applicant WD215, who also attended with a representative and provided evidence of changed circumstances since five convictions dated 2018‑2020. HR Safeguarding reported no safeguarding concerns, and the Committee resolved to depart from standard guidelines on this occasion, granting the licence on the basis that the applicant was fit and proper.

**Adjournments for review cases** – Three further applications were adjourned to the Miscellaneous Licensing Committee hearing scheduled for 9 January 2026. Licence holder WD216, who sought a review of his Hackney Carriage and Private Hire Vehicle licence, was given the opportunity to obtain legal advice and representation. The holder of licence WV169 also requested an adjournment for the same reasons. In addition, applicant CD288, who was not present at the meeting, was granted an adjournment to attend the future hearing. Each adjournment motion was moved and seconded by the councillors indicated in the record.

**Additional notes** – The meeting recorded a comfort break from 11:15 am to 11:26 am. Councillor Black arrived at the conclusion of the last agenda item. The Committee then formally adjourned the session.
