Chief Officers Employment Committee - 24 June 2025

The council elected its new leadership at the start of the meeting. Councillor Alvey moved, and Councillor A Mitchell seconded, that Councillor Frost be elected Chairman; the motion was carried on a show of hands. Following his election, Councillor Frost took the chair and thanked the members. A subsequent motion, moved by Councillor Frost and seconded by Councillor A Mitchell, appointed Councillor Paynter as Vice‑Chairman, which was also approved by a show of hands.

In accordance with the Council’s Code of Conduct, Councillor Creek declared a non‑registerable interest concerning Agenda No 10 – Senior Recruitment Strategic Director Community Wellbeing – because he was familiar with two candidates through the Integrated Care Board and one of his businesses holds contracts with Public Health England. No personal relationship was identified, and the declaration was recorded on the agenda.

The council resolved to adopt the minutes of the Chief Officers Employment Committee meeting held on 23 April 2025, confirming that they were correctly recorded and authorising the Chairman to sign them. A further resolution noted the committee’s responsibilities for assessing the Chief Executive’s contribution and setting performance and development objectives for that role.

During the session, a motion was passed to exclude the press and public from consideration of certain business items that involved exempt information relating to individuals, as required by the Local Government Act 1972 (as amended). After the confidential discussion, the council later resolved, on motion by Councillor Frost and seconded by Councillor Frank, to re‑admit the press and public for the remainder of the meeting. No other urgent business was identified by the Chairman.
